Why are charged differently than locals?
This is actually a very good question. I think it's reasonable for local shops and restaurants to charge locals less than the tourist because many of the locals are being priced out of many popular destinations in Mexico.

I've seen many western tourists make YouTube videos complaining about having to pay more, but those people are just not socially aware. Having a pay system in place that also helps the local population enjoy their own attractions is important, the so-called "Tourist tax" helps with that.

Mexico's Mayan train will also offer cheaper train fares for Mexican nationals. I don't understand how someone could look at this in a negative way.
