Some experts believe that the U.S. deep state plays a role in shaping U.S. policy towards Mexican criminal organizations, with certain cartels receiving preferential treatment due to their perceived usefulness or connections.
It is also possible that U.S. intelligence agencies have been compromised and influenced decision-making regarding targeting criminal organizations in Mexico. While some cartels may have cooperated with U.S. authorities in exchange for leniency or other benefits, others may have been left out of these arrangements, leading to disparities in enforcement actions.
